President William Ruto's scheduled tour of Elgeyo Marakwet on October 15 places infrastructure, land ownership, housing, trade, electricity and sports development at the centre of the government's engagement with the county. The day's published programme includes the planned launch of the Chepkorio road project, inspection of affordable housing and an Economic Stimulus Programme market, the expected issuance of approximately 6,300 title deeds, and visits to Kamariny Stadium and the Iten KMTC building. President William Ruto's development tour of Elgeyo Marakwet County continues today, Thursday, October 15, with planned visits to Chepkorio in Keiyo South and Iten in Keiyo North. The programme focuses on road infrastructure, affordable housing, market development, land ownership, sports facilities, healthcare training and electricity connectivity.

The visit is part of the President's wider North Rift development tour, which began on October 10 and is scheduled to culminate in the Mashujaa Day celebrations at Kipchoge Keino Stadium in Eldoret on October 20. The tour covers six counties and combines project inspections, infrastructure launches, public rallies and engagements with local communities.During his earlier engagements in Elgeyo Marakwet, President Ruto emphasised infrastructure investment and challenged opposition leaders to present practical plans for transforming Kenya.

Speaking during the North Rift tour, he said his administration was focused on development and fulfilling commitments made to Kenyans. He also criticised political approaches centred on ethnic mobilisation and personal attacks, arguing that political leaders should explain how they intend to address the country's challenges.

The President's development agenda for the region includes roads, electricity, water supply, housing, markets, education and sports infrastructure. These priorities are particularly significant for communities in the Kerio Valley, where insecurity and poor transport links have affected economic activity.Chepkorio road project expected to improve transport

One of the major activities on today's programme is the planned launch of the Timboroa–Seguton–Moringwo–Poror–Magrib–Sirwa–Lawina Ochi road project.

The road is expected to improve connectivity in parts of Keiyo South and surrounding communities. Residents in rural areas often depend on road transport to take agricultural produce to markets, access healthcare facilities, attend school and conduct business.Improved roads can reduce travel difficulties, especially during rainy seasons when poorly maintained routes may become difficult to use. They can also make it easier for traders and transport operators to reach customers in other areas.

For farmers, better transport connections can help reduce delays in moving produce and improve access to buyers. Small businesses may also benefit from increased movement of people and goods.

The project's impact will depend on the construction schedule, the quality of the completed road and the government's ability to provide maintenance after construction.Approximately 6,300 title deeds for residents

Land ownership is another significant issue expected to feature during the President's visit to Chepkorio.

The published programme indicates that Ruto is scheduled to oversee the issuance of approximately 6,300 title deeds covering areas including Rokocho, Kocholwo B and Kabulwo Kamoingon.

Title deeds provide formal documentation of land ownership and can help families protect their property rights. For residents who have waited for years to obtain official documents, the exercise could provide greater certainty about their land.Economic Stimulus Programme market

Chepkorio's Economic Stimulus Programme market is another project on the President's itinerary.

The initiative is intended to provide traders with more organised commercial spaces and improve the conditions under which they conduct business.

Markets play an important role in rural economies, linking farmers, retailers, wholesalers and consumers. A well-equipped facility can help traders work in a more organised environment while improving sanitation and the handling of goods.Affordable housing project in Chepkorio

The President is also expected to inspect the affordable housing project in Chepkorio.

The national government's affordable housing programme seeks to expand the supply of formal housing and create employment opportunities through construction and related industries.

Housing developments can generate work for masons, electricians, plumbers, carpenters, painters, transport operators and suppliers of construction materials.Iten KMTC building and healthcare training

Another key activity listed for Iten is the commissioning of a Kenya Medical Training College building funded through the National Government Constituencies Development Fund.

Medical training institutions help prepare healthcare professionals to serve hospitals, clinics and other medical facilities.

Improved training infrastructure can provide students with a better learning environment and support practical instruction. It can also bring economic benefits to the surrounding community through demand for housing, food, transport and other services.Electricity connectivity and household development

Electricity access is another important part of the development programme in Elgeyo Marakwet.

During his October 13 engagements in the county, Ruto flagged off a last-mile electricity connectivity initiative targeting 1,655 households in Kapyego, with an investment of approximately KSh416 million. The wider county programme was reported to involve KSh1.6 billion and target thousands of additional residents.Electricity connectivity can improve household living conditions, support children's studies and allow small businesses to operate equipment.

For rural entrepreneurs, reliable power can support activities such as welding, refrigeration, retail operations and other services that require electricity.

The President's October 15 programme also lists a county last-mile electricity connectivity activity in Iten. The exact number of households covered by this particular activity should be confirmed through the official project announcement.

Expanding access to electricity will be most effective when connections are completed promptly and households can afford to use the service. What residents will be watching after the visit

As the tour continues, residents will be looking for evidence that announced projects move from launches and inspections to completion and effective public use.

For the road project, this means clear construction timelines and quality standards. For housing, it means information about costs and access for intended beneficiaries. For the market, it means a functional trading space with the necessary services.Kerio Valley development and security. The government has also highlighted the need to restore economic activity in areas affected by insecurity.

Improved transport links may support access to markets and public services, while electricity and water infrastructure can help communities establish more sustainable economic activities.

However, infrastructure alone cannot resolve all security challenges. Effective policing, cooperation among communities, access to justice and sustained peacebuilding efforts remain important.

Residents will therefore be interested in how the government's development commitments translate into lasting security and better living conditions.

The President's visits to Elgeyo Marakwet also come amid government efforts to address insecurity in the Kerio Valley.

Parts of the region have experienced banditry, livestock theft and inter-community conflict, disrupting livelihoods and affecting the movement of people and goods.

Interior Cabinet Secretary Kipchumba Murkomen has outlined a wider development programme intended to accompany security interventions. The programme includes roads, markets, electricity connections, water infrastructure, student accommodation and improved public services. For the planned title-deed exercise, residents will want confirmation of the number of beneficiaries served and arrangements for resolving any remaining registration problems.

Similarly, Kamariny Stadium and the Iten KMTC facility will need appropriate equipment, staffing and maintenance to deliver their intended benefits.

These practical considerations will help residents assess the progress of development projects beyond the public events accompanying the presidential tour.
