1.Government practices.
Institutionalised responses for example systems and agencies to the plight of certain groups maybe inadequate or counter productive.
2.Conditions of the group.
Some conditions of the disadvantaged groups maybe undervalued in the market place for example those with hearing impairments may fail to hear the advertisement on provision of hearing aids hence making them underprivileged.
3.Societys regard for a group.
Disadvantaged groups maybe undervalued by the larger society due to their minority and unproductiveness.
4.Corporate practices.
Labour and other forms of contributions and employment may not consider the disadvantaged groups and they may be forced to queue in the waiting lists.
5.Unavailability of resources.
Employment and capital maybe unavailable or insufficient to cater for all needs of the underprivileged people.
6.Inaccesibility of resources
If the resources are available, they will still be inaccessible because of costs, poor design, distance and lack of publicity to the general public including the disadvantaged groups.
