Duale Backs Oluga to Drive Bold Reforms in Kenya’s Health Sector
Dr Fredrick Oluga has officially taken over as Principal Secretary for Medical Services, with full backing from Health CS Aden Duale. Duale praised Oluga’s expertise and pledged support for health sector reforms under the Universal Health Coverage agenda. Oluga committed to strengthening healthcare delivery and building public trust during the transition to the Social Health Authority.

The Ministry of Health has ushered in new leadership at the State Department for Medical Services, with Dr Fredrick Oluga officially assuming office as Principal Secretary, replacing Harry Kimtai. The handover, held on Thursday, April 17, 2025, was presided over by Health Cabinet Secretary Aden Duale, who lauded Oluga’s technical prowess and unwavering commitment to healthcare transformation.

 Duale voiced full confidence in Oluga’s ability to steer critical reforms, highlighting his role in advancing affordable and dignified healthcare for all Kenyans. "His expertise and deep sector commitment are key to achieving meaningful reforms," Duale said, reaffirming his dedication to working closely with Oluga to deliver on the Universal Health Coverage (UHC) agenda.

The CS also urged unity in supporting Oluga’s leadership, emphasizing the need to fast-track the Taifa Care Model and the establishment of the Social Health Authority (SHA). "We must rally behind the new leadership to restore order and ensure healthcare is accessible to every Kenyan," he stressed.

 In his remarks, Dr Oluga pledged to strengthen the health sector and accelerate UHC under the Bottom-Up Economic Transformation Agenda (BETA). Acknowledging challenges in the ongoing transition from NHIF to SHA, Oluga committed to rebuilding public trust and ensuring the success of the Ministry’s healthcare initiatives.
