Ruku, Hellen Cheptumo Approved as New Cabinet Secretaries Amid Heated Debate
Parliament has approved Geoffrey Ruku and Hanna Cheptumo as Cabinet Secretaries. Cheptumo’s vetting sparked controversy over her remarks on femicide and gender roles. Despite the debate, MPs endorsed both nominees, awaiting President Ruto’s formal appointment.

The National Assembly has given the green light for the appointment of Geoffrey Ruku and Hanna Cheptumo as Cabinet Secretaries for Public Service, Human Capital Development & Special Programmes, and Gender, Culture, the Arts & Heritage, respectively. The motion to approve the duo was moved by Majority Leader Kimani Ichung’wah and seconded by Minority Leader Junet Mohamed on Wednesday, April 16, 2025.

The debate sparked controversy, particularly surrounding Cheptumo, whose remarks during her vetting drew sharp criticism. She had linked rising femicide cases in Kenya to womens financial dependence on men, stating that empowering women economically would reduce their vulnerability to abuse. Her comments were seen by some lawmakers as insensitive, prompting calls for an apology.

Deputy Speaker Gladys Boss Shollei labeled Cheptumo’s statements as politically incorrect, urging her to issue an apology. Meanwhile, Minority Leader Junet Mohamed controversially suggested that a man might serve better as Gender CS, claiming women have failed to champion gender parity effectively when given the chance.

Despite the backlash, several MPs, including Kitui South’s Rachael Nyamai and Suba North’s Millie Odhiambo, came to Cheptumo’s defense. They urged the house to look past her remarks and focus on her competence and potential to lead the long-vacant ministry. With Parliament’s approval, the names of the nominees now await official appointment and swearing-in by President William Ruto.
